Webpage popup on incoming call. Does app exist??

What is the easiest way to make a popup window that loads an IFRAME on an incoming call. The goal is that the URL loaded in the IFRAME contains the call information (calling and called number preferably).

Is there already an app available in the app store for this or is somebody already working on this?

I think we made that with our "Call Action" app, but its not yet published because of holiday.

That would still require me to write an app to implement the RCC api. Apart from that, how do I make an app "popup" when a call comes in?
